科技扶贫系统:理论模型、机制构建及保障架构

【摘要】 贫困人口脱贫内生动力的全面激发是实现稳定、可持续、高质量脱贫的重要保障。科技扶贫是以科技创新驱动精准扶贫、精准脱贫,提升贫困人口内生发展能力的重要扶贫举措。科技扶贫作为一项复杂的系统工程具有丰富的理论内涵。科技扶贫系统运行机制包括动力机制、耦合机制、协同机制、利益共享机制和评估机制。为打赢新时代脱贫攻坚战的实践中充分发挥科技创新的支撑引领作用,需要从制度、组织、资金、人才、技术等方面构建保障架构。

【Abstract】 Stimulating the endogenous motivation of poverty alleviation is an important guarantee for realizing poverty alleviation with stable, sustainable and high-quality. Accurate poverty alleviation driven by scientific and technological innovation is the goal of accurate alleviation by scientific and technological, which is a strategic tool for motiving the endogenous development capacity of the poor population.As a complicated systematic project, poverty alleviation by science and technology has rich theoretical connotation.The operational mechanism of poverty alleviation system includes dynamic mechanism, coupling mechanism, coordination mechanism,benefit sharing mechanismand evaluation mechanism.In order to win the battle of poverty alleviation in the new era and give full play to the supporting and leading role of scientific and technological innovation, we need to build a assurance framework in terms of institutions, organizations, funds, talents and technologies.
