【摘要】 上海废旧纺织品回收存在整体回收率低、回收质量差、末端资源利用不足等问题。从回收利用体系顶层设计的角度分析,废旧纺织品回收系统与利用系统没有实现有效衔接是问题的关键所在,因此构建以废旧纺织品高值化利用公共服务平台为核心的回收利用体系是未来废旧纺织品处置的发展方向。为推进废旧纺织品高值化体系建设,应加强相应的政策配套与制度创新,通过多部门合作给予多元扶持,进一步落实回收补贴、差别化收费等财政政策。更多还原

【Abstract】 At present,Shanghai’s waste textiles recycling has some problems,such as low overall recovery rate,poor recycling quality,and insufficient utilization of end resources.From the perspective of the top-level design of the recycling system,it is the key to the problem that the waste textile recycling system and the recycling system are not effectively connected. Therefore,the construction of a recycling system with the public service platform for high-value recycling of waste textiles as the core is the development direction of waste textile disposal in the future.In order to promote the construction of high-value system for waste textiles,we should strengthen the corresponding policy support and system innovation,give diversified support through multi-sector cooperation,and further implement financial policies such as recycling subsidies and differential charges.更多还原
