京津冀高新技术企业创新效率评价及效率提升路径

【摘要】 为促进京津冀三地高新技术企业创新效率提高,实现可持续发展,以2010—2017年京津冀地区高新技术产业的面板数据为依据,采用数据包络分析方法对京津冀地区高新技术企业R&D人员折合全时当量、R&D内部经费支出和新增固定资产等投入指标,以及有效发明专利数和新产品消费收入等产出指标进行评价,分析各因素对京津冀高新技术企业创新效率的影响。研究结果表明,京津冀三地存在资源分配不合理、协同机制不完善等不足;对此,提出加强三地联动融合、提高自主创新能力及政府加大投入力度等建议。

【Abstract】 In order to promote the innovation efficiency of high-tech enterprises in Beijing, Tianjin and Hebei to achieve sustainable development, based on the panel data of Beijing-Tianjin-Hebei high-tech industry from 2010 to 2017, through data envelopment analysis method, this paper uses the method of data envelopment analysis to evaluate the input indexes such as full-time equivalent, R&D internal expenditure and new fixed assets of high-tech enterprises in Beijing-Tianjin-Hebei region, as well as the output indexes such as the number of effective invention patents and the consumption income of new products, and analyzes the influence of various factors on the innovation efficiency of Beijing-Tianjin-Hebei high-tech enterprises. The results show that there are some deficiencies in resource allocation and coordination mechanism in Beijing, Tianjin and Hebei. In view of this, the paper puts forward some suggestions, such as strengthening the integration of the three places, improving the ability of independent innovation and increasing government investment.
