【摘要】 在完成万余座设施调研和规划编制试点的基础上,浙江省颁布了以县域为规划编制单元的农村生活污水治理专项规划编制导则和编制大纲。导则从农村生活污水治理覆盖面、受益面,处理设施实现标准化运维范围和设施出水污染物排放达标比例等方面对规划目标提出了具体要求。导则明确了规划编制应围绕农村生活污水处理设施建设改造规划和运维管理规划两部分主要内容,并对具体要求进行了引导。规划编制应依据上位规划,县域水功能区划和当地水环境目标,国家和地方有关法律法规、政策文件、技术标准规范等,在充分调研和专题论证的基础上,引导处理设施建设改造的技术路线和运维管理的提升措施,进而根据实际情况和需求,制定规划实施年度计划和经费预算。更多还原

【Abstract】 After the investigation of more than 10,000 facilities and pilot planning were completed,Zhejiang Province promulgated guidelines and outlines for the planning for rural domestic sewage treatment with the planning unit as county.The guidelines put forward specific requirements for planning objectives in terms of coverage and benefit ratio of rural domestic sewage treatment,standardized operation and maintenance scope of treatment facilities and the qualification rate of discharge up to standard.The planning should focus on the two main parts of the rural sewage treatment facilities,which are construction and transformation and operation and maintenance management with the specific requirements.Planning should be based on master planning,county water function zoning and local water environment objectives,relevant national and local laws and regulations,policy documents,technical standards and norms,etc.,and the technical route of construction and transformation of treatment facilities and the measures to improve the operation and maintenance management should be given after the full investigation and thematic demonstration were finished.Then,the annual plan and budget for the implementation of the plan should be formulated according to the actual situation and needs.更多还原
