【摘要】 古巴对外贸易政策历来对国际政治经济关系高度依赖,并深受国内政治经济体制多变的制约,只有以影响古巴贸易政策变化的重大政治决策行为为依据,才能厘清古巴贸易政策在不同时期形成的背景成因、过程进展和效果影响等阶段性特征。在此基础上,研究发现古巴对外贸易政策是在社会主义制度和共产党领导下实现了从传统的初级产品出口导向型逐渐转型为多品种出口和进口替代有机结合型,从依附大国的单一贸易结构逐渐转型为独立自主的多元化贸易结构的对外开放发展路径。进一步看,古巴贸易政策在古巴经济社会模式更新的推进过程中已经培育了提质增效的比较优势,但是有必要增强其突破发展的相对潜力,并且要有效考量当前国际政治经济局势产生的重大机遇和严峻挑战。更多还原

【Abstract】 The policy of foreign trade of Cuba always is highly dependent on international political and economic relations, and deeply restricted by the domestic political and economics system.Then on the basis of the major political decisions affecting the change of Cuba’s trade policy, the reasons, processes and influences of its formation in different periods can be clarified. Further study shows that Cuba’s foreign trade policy is under the leadership of the communist party and the socialist system to realize the transition from the primary products export-oriented gradually to the organic combination of many varieties of export and import substitution, and from a single trade structure attached to an independent and diversified trade structure.Furthermore, Cuba’s trade policy has cultivated the comparative advantage of improving quality and increasing efficiency in the process of promoting the renewal of the economic and socialist model of Cuba, but it’s necessary to increase its relative potential for breakthrough development, and effectively consider the major opportunities and serious challenges arising from the current international political and economics situation.更多还原
