新工科教育治理:主体构成与框架建构
Emerging Engineering Education Governance:Subject Composition and Frame Construction
【摘要】 在新一轮科技革命和产业变革加速演进的全球背景和工程教育的中国情境下,系统推进新工科教育实际上是一项治理课题,政策逻辑、知识逻辑和社会逻辑共同构成新工科教育治理的逻辑体系,规定着新工科教育治理的主体体系构成及其角色规范。新工科教育治理是一项涉及多元主体集体行动的复杂的系统工程,多元主体之间相互依赖。构建新工科教育治理共同体,形成治理合力、发挥最佳治理效能,是新工科教育治理体系和治理能力现代化的要义所在。新工科教育治理共同体行动框架的建构应遵循"政府主导—科教自主—产业驱动"模式,并从价值结构、主体构成、类型体系与内外部关系四个维度体现为"三五四二"行动框架。
【Abstract】 Under the background of a new round of scientific and technological revolution and a accelerated evolution of industrial change as well as the development of Chinese characterized engineering education,the systematic promotion of emerging engineering education is actually agovernance topic.Policy logic,knowledge logic and social logic jointly constitute the logical system of emerging engineering education governance,and stipulate the subject system composition and role norms of emerging engineering education governance.Emerging engineering education governance is a complex system engineering involving the collective action of multiple subjects.To construct a emerging engineering education governance community,and form a governance joint force,so as to play the best governance effectiveness is the essence of the modernization of governance system and governance capacity of emerging engineering education.The construction of community action framework of emerging engineering education governance should follow the mode of"government-led,independent of science and education and industry-driven",and which should be reflected in a framework known as"San Wu Si Er",apackage plan showing its value,structure,mechanism and relations.
