【摘要】 乡村振兴重在产业兴旺,农民工返乡创业作为激活农村实体经济的创新要素,能够激发脱贫的内生动力,是助力精准扶贫、拉动农村经济增长的新动能。研究发现,农民工返乡创业与精准扶贫在时间、空间、效应、人才、机制、保障和政策七个方面存在共域性,二者之间能够有效链接从而形成联动发展。通过农民工返乡创业推动精准扶贫发展,以返乡创业驱动农村实体经济增长,为农民搭建就业平台、拓宽增收渠道,缩小城乡发展差距、全面建成小康社会具有重要意义。同时,种种现实路径诸如农民工返乡创业推动精准扶贫具有联动耦合效应,返乡创业农民工具有内生动力,乡村振兴需要人力资源撬动,创业扶贫优势明显等保障了农民工返乡创业与精准扶贫联动发展的可行性。更多还原

【Abstract】 The key to rural revitalization is industrial prosperity. As an innovative element to activate the rural real economy,the migrant workers returning home to start business can stimulate the endogenous driving force for poverty alleviation. It is also a new impetus to help targeted poverty alleviation and promote rural economic growth. This study finds that there is a common domain among the migrant workers returning home to start business and targeted poverty alleviation in terms of time,space,effect,talent,mechanism,security and policy. The effective links between the two can form a joint development. Migrant workers returning home to start businesses can drive rural real economy growth by connecting with targeted poverty alleviation. It can broaden the employment platform,increase income channels for farmers,and it is also an important supplement to realize agricultural and rural modernization. The joint development of migrant workers returning home to start businesses and targeted poverty alleviation will help bridge the gap between urban and rural development,which is an important performance of building a moderately prosperous society in all respects. At the same time,various realistic paths,such as the linkage coupling effect,endogenous motivation,rural revitalization lacks human resources to pull,and obvious advantages of entrepreneurship for poverty alleviation have ensured the feasibility of the joint development of the migrant workers returning home to start business and target poverty alleviation.更多还原
