【Abstract】 Aiming at the problems faced by Rwanda’s vocational education, such as low level of acceptance, high cost of personnel training, lack of teachers and lagging major setting. This paper analyzes the TVET policy which is student-centered, result oriented, advocating continuous improvement and major personality based on the professional construction paradigm of Sydney Agreement.
