【Abstract】 Against the backdrop of the unprecedented changes in the world in a century and the major contradictions in domestic society, the strategic focus of China’s economic and social development during the 14 th Five-Year Plan period should follow the guideline of "innovation, openness, distribution, and rule of law". That will increase national core competitiveness, promote the modernization of state governance, and achieve high-quality development in the new era from the aspects of economic base and superstructure. "Innovation" is the key to enhancing the country’s core competitiveness, which is helpful for the transformation of growth momentum in the new normal and coping with the risk of technology decoupling. "Openness" is the internal requirement for making good use of China’s development opportunities under a major change of global pattern, and the only way to catch up and prosper. "Distribution" is an important part of improving the basic economic system, which can not only release the consumption potential and form a strong domestic market, but also strive to avoid the populist movement and social instability caused by the excessive income disparity. "Rule of law" is the new demand of the people for a better life in the new era, the systemic guarantee of "playing the decisive role of the market and better playing the role of the government", and the connotation of transforming the advantages of our system into the effectiveness of state governance.更多还原
