荷兰三角洲城市多尺度韧性转型的传承与创新途径研究
The Inheritance and Innovation of Multi-scale Resilience Transformation in Delta Cities of the Netherlands
【摘要】 为气候变化做准备是21世纪沿海城市的重要任务之一,尤其是由于海平面上升、极端气候等引发的各种自然灾害。针对这一新问题,多尺度韧性转型成为未来沿海城市社会经济系统转型的重要途径。而荷兰作为低地国家,在长期气候适应的多尺度韧性转型中,积累了丰富的成功经验和优秀范例。基于此,该文首先围绕气候适应的背景,分析韧性理论的概念,阐述其特征和韧性城市研究进展;然后,回顾荷兰城市化过程中水利工程和工业革命对其城市格局的影响;其次,解析荷兰在圩田的生态基底基础上,通过开展创新性实验来探索有效的新知识,并使其转化成有效的空间管制工具;最后,探讨其对面向未来我国沿海城市气候适应性转型的借鉴意义。
【Abstract】 Preparing for climate change is one of the essential tasks of coastal cities in the 21 st century, especially various natural disasters caused by rising sea-levels and extreme weather. In response to this new problem, multi-scale resilience transformation has become a meaningful way to transform the social and economic systems of coastal cities in the future. As a lowland country, the Netherlands has accumulated a wealth of successful experiences and excellent examples in the long-term multi-scale and resilient transformation of climate adaptation. Based on this, we firstly analyze the concept of resilience theory, elaborate its characteristics and research progress on resilience cities around the background of climate adaptation. Then, we review the impact of water conservancy engineering and the industrial revolution on the urban pattern in Dutch urbanization. Besides, based on the polder system we analyze the Dutch’s innovative experiments, and explore sufficient new knowledge and turn it into useful spatial control tools. Finally, we explore the inspiration of these adaptive climate transformation case to future China’s coastal cities.
