【Abstract】 The ascension of cultural discourse power is gradually improving as the cultural discourse system develops. The new development concept of "innovative, coordinated, green, open and shared" provides a systematic guiding ideology for the development of China in the new era. The leading role of new development concept has extreme significance not only for the social and economic development, but for our discourse system of cultural construction, as well as promoting our cultural discourse.
