【摘要】 明确党内法规责任,是中国共产党政党责任制度法治化建设的必然要求。党内法规责任规定的科学化、制度化、规范化,决定了党内法规的制定质量和实施效果。作为党内法规责任的外在形式,党内法规责任条款也是构建政党领域责任制度的重要载体。通过对当前中央党内法规进行梳理,党内法规责任条款存在设置缺失、规范对象疏漏、内容笼统等问题。因此,应当设置依据合规、逻辑合理、结构完备、表述规范、符合目的、与时俱进的党内法规责任规范体系,通过对应模式、归纳模式、简易模式等典型的责任条款表达方式,不断完善党内法规责任条款的规范设置。同时,党内法规责任条款应当体系化,实现规范衔接的贯通、有效。更多还原

【Abstract】 For the legalization of the party responsibility system of the Communist Party of China,it is a must to define clearly the responsibilities of the party’s laws and regulations. The clauses being the form and the responsibilities being the content,they constitute an important carrier for the construction of the responsibility system. Its systemization has important normative value for the comprehensive and strict governance of the party. After sorting out the current internal party regulations formulated by the party’s central organization,the Central Commission for Discipline Inspection,and the Party’s Central Working Organs,it has been found out that some problems exist in the provisions of internal party regulation,such as the lack of relevant clauses,omissions in the regulated objects and the overgeneralized content,which will inevitably affect the implementation of party regulations and the effectiveness of comprehensive governance of the party. To promote the institutionalization and rule of law of the party’s leadership,we should promote the institutionalization of internal party laws and regulations. This requires the construction of a complete system,formal norms,and rigorous logic. Among them,the norms of the party’s legal responsibility clauses is an important component.更多还原
