【摘要】 农业资源配置属于典型的复杂系统,传统农业资源配置存在配置模式不优化、配置体系不健全、配置政策措施不到位等问题,针对这些问题,从配置模式、系统体系、政策保障措施等层面着手,系统构建农业资源多维优化配置的"456"支撑体系,即五级层次性数字化绿色发展模式、科技创新示范模式、财政资金撬动模式、市场与计划双重调控模式等4大配置模式,生态型生命周期性循环系统体系和共享型多维性管理决策支持系统体系、产业生产布局体系与绿色发展支撑体系、产学研用技术创新推广体系与精细社会化服务体系、动态数字化管理创新体系与高效信息化后勤保障体系、节约集约永续利用体系与高效预警保护体系等5大配套体系以及6大政策保障措施。更多还原

【Abstract】 The allocation of agricultural resources is a typical complex system.The traditional allocation of agricultural resources has the following problems:the configuration mode is not optimized,the allocation system is not perfect,the allocation policies and measures are not in place,etc.In view of these problems,the "456" supporting system of multidimensional optimal allocation of agricultural resources is systematically constructed from the aspects of allocation mode,system and policy guarantee measures,including 4 allocation modes,i.e.,five-level digital green development mode,scientific and technological innovation demonstration mode,financial fund leverage mode,and dual regulation and control mode of market and plan,5 supporting systems,i.e.,ecological life periodic cycle system and sharing multidimensional management decision support system,industrial production layout system and green development support system,industry+university+research technology innovation promotion system and fine social service system,dynamic digital management innovation system and efficient informatization logistics support system,economical,intensive and sustainable utilization system and efficient early warning and protection system,and 6 policy guarantee measures.更多还原
