【摘要】 农民专业合作社是提高农户收入、帮助贫困地区脱贫、改善农民所处弱势地位和减轻农业生产固有风险的重要力量,是带领农民进入市场的经营主体。为全面了解湖南省农民专业合作社的发展状况,对全省8个地级市18个县的33家农民专业合作社进行调研,发现合作社的发展存在与地方区域优势结合不足,且管理水平较低;土地承包经营权作价入股可能次生农民失地风险;资金实力薄弱,再融资渠道不畅;专业人才缺乏,信息化严重滞后;市场运作机制不完善,缺乏有效的评价机制等问题,并针对问题提出了加快湖南省农民专业合作社发展的政策建议。更多还原

【Abstract】 Farmer professional cooperatives,as an important force to help farmers increase their incomes,help poverty alleviation in poor areas,improve the disadvantaged position of farmers,and mitigate the inherent risks of agricultural production,are the main body of business that leads farmers into the market.In order to fully understand the development status of the farmer professional cooperatives in Hunan Province,the research team conducted a relatively comprehensive survey of 33 farmer professional cooperatives in 18 prefecture-levelcities and 18 counties.The survey found that some problems existed in the development of the farmer professional cooperatives,such as insufficient integration with local regional advantages,relatively low management level,the land-losing risk of farmers caused by their land-contracting rights in lieu of shares,weak capital strength,limited refinancing channels,lack of professional talents,serious delay of information,imperfect market operation mechanism,and lack of effective evaluation mechanism.Based on the discussion and analysis of the survey results,policy suggestions for promoting the development of farmer professional cooperatives in Hunan Province were put forward.更多还原
