【摘要】 加速住房保障与住房供应体系建设是推动新型城镇化进程、推进公共服务均等化的重要举措。随着我国新型城镇化的推进,保障房供给与多层次住房需求之间出现了种种失衡,具体表现为保障房总量不足、结构性失衡和供需错配等问题。新形势下需坚持供给侧结构性改革主线,构建以多主体供地、多元化筹资和租购并举为主要内容的保障房长效供应机制,更好发挥保障房在住房供应体系中过渡性住房的功能,为低收入住房困难群体兜底,以推进"住有所居"发展目标的实现。更多还原

【Abstract】 Accelerating the construction of a housing security and supply system is a major measure to achieve social equity and promote new urbanization. With the advancement of China’s new urbanization, there are various imbalances between the supply of affordable housing and the multi-level demand for housing, which are embodied in the shortage of total affordable housing, structural imbalance and the mismatch between supply and demand. Under the new situation, we need to focus on supply-side structural reform, raise funds through multiple channels, supply land through multiple subject, and explore fulfillment in hire purchase to establish a long-term mechanism of multi-subjects supply, so that the supply of housing can meet the multi-level demand of housing to ensure the residents can live and work in peace and contentment, and have a sense of housing security.更多还原
