【摘要】 国家发展和改革委员会资源节约和环境保护司副司长赵鹏高在"2020年深入学习贯彻习近平生态文明思想研讨会"上作主题发言。我刊特此刊发以飨读者。赵鹏高介绍了国家发展和改革委员会学习践行习近平生态文明思想的进展。一是深刻领会习近平生态文明思想的精神实质,真正做到学懂、弄通、做实。全面把握人与自然和谐共生的思想,处理好生态与文明的关系。全面把握"绿水青山就是金山银山"的思想,处理好发展与保护的关系。全面把握以人民为中心的思想,处理好民生需求与生态环保的关系。全面把握山水林田湖草生命共同体的思想,处理好单项治理与系统推进的关系。全面把握人类命运共同体的思想,处理好国内治理与国际贡献的关系。二是充分认识习近平新时代中国特色社会主义经济思想和习近平生态文明思想指导我国经济社会和生态环境保护取得的重大成就。经济保持持续较快增长,同时生态环境质量总体保持稳定,经济发展与生态环境保护更加协调。产业结构持续优化,能源结构更加清洁化。重大项目建成投产,并始终把生态环境保护放在第一位,实现了经济社会发展和生态环境保护的双赢。资源效率显著提高,能源、水、矿产资源等利用效率全面提升。生态环境质量明显改善。三是大力学习贯彻习近平生态文明思想,加快推进美丽中国建设。编制好"十四五"规划。推动经济绿色高质量发展,特别是推动产业绿色化、交通绿色化、建筑绿色化和能源绿色化。构建绿色空间开发保护格局。促进资源能源高效利用。抓好重点区域和流域生态环境保护。总结推广国家生态文明试验区制度改革经验。更多还原

【Abstract】 Zhao Penggao, Deputy Director General of the Department of Resource Conservation and Environmental Protection of National Development and Reform Commission, delivered the keynote speech at the symposium on In-depth Study and Implementation of Xi Jinping’s Thought on Ecological Civilization in 2020. Here is his speech report to share with readers.Zhao Penggao introduced the progress of the National Development and Reform Commission in learning and practicing Xi Jinping’ s Thought on ecological civilization. First, we must have a thorough understanding of the spiritual essence of Xi Jinping’s Thought on ecological civilization, so as to truly understand and implement it. We should fully grasp the idea of harmonious coexistence between man and nature, and properly handle the relationship between ecology and civilization. We should fully grasp the idea that "Lucid waters and lush mountains are invaluable assets" and properly handle the relationship between development and protection. We should take a people-centered approach in all respects and strike a balance between the needs of people’ s livelihood and eco-environmental protection. We should fully grasp the idea of community of life in mountains, rivers, forests, fields, lakes and grasses, and properly handle the relationship between individual governance and systematic promotion. We should fully grasp the idea of a community with a Shared future for mankind and properly balance domestic governance with international contributions. Second, we should fully recognize the major achievements made by Xi Jinping’s Thought on socialism with Chinese Characteristics for a New Era and Xi Jinping’s Thought on Ecological Progress in guiding China’s economic, social and ecological protection. The economy has maintained sustained and rapid growth, while the quality of the ecology and environment has remained stable on the whole, and there has been greater coordination between economic development and eco-environmental protection. The industrial structure continued to improve, and the energy structure became cleaner. Major projects have been completed and put into operation, and eco-environmental protection has always been given top priority, thus achieving a win-win situation for both economic and social development and eco-environmental protection. The efficiency of energy, water and mineral resources has been improved. The quality of the ecology and environment has improved markedly. Third, we will vigorously study and implement Xi Jinping’ s Thought on ecological Progress and accelerate efforts to build a beautiful China. Work out the 14 th Five-year Plan. We will promote green and high-quality economic development, in particular green industries, green transportation, green buildings and green energy. We will build a green space development and protection pattern. We will promote efficient use of resources and energy. We will protect the ecology and environment in key regions and river basins. We will sum up our experience in the reform of the national pilot zone system for promoting ecological progress.更多还原
