复工复产:何以可能何以可为?——基于疫情期间典型案例研究视角
On the Probability and Operability of Work Resumption: Based on the Perspective of Typical Case Study during the Epidemic
【摘要】 由于新冠肺炎传染影响和防控措施导致传统餐饮、培训等服务企业停业,进而倒逼企业采取其他线上协同举措或灵活用工方式,尽可能减少疫情带来的负面影响,有效降低经营管理成本,实现企业和员工的工作连续。基于危机管理等管理学的视角,聚焦微观企业组织和员工个体,选取4个疫情防控期间的典型案例进行分析,研究发现:企业在应对危机时间时,对危机共存危险和机会的分析、选择和把握,尽早和时机是关键;企业在管理危机方法时,对危机本质和自身实际的权衡、决策和出路,线上与线下并行是良策;员工个体在面对危机转型时,对危机需要和工作转换的特质、经验和能力,主动学习和适应是根本。研究拓展了疫情情境下的危机管理范畴,提出了企业与员工的危机管理和工作连续模型,并对共享员工的法律依据做了探讨,还针对性地提出了对策建议和未来展望。
【Abstract】 COVID-19 infection and control measures lead to the closure of traditional catering and training service enterprises, and then push other enterprises to take other collaborative measures or flexible ways of employment, so as to minimize the negative impact of the epidemic and effectively reduce the cost of management and operation, and achieve work continuity of enterprises and employees. Based on the perspective of crisis management and other management science, focusing on micro enterprise organizations and individual employees, four typical cases during the epidemic prevention and control period are selected for analysis. It is found that: when enterprises are dealing with crisis time, the analysis, selection and grasp of crisis coexisting risks and opportunities are the key as early as possible; when enterprises are managing crisis methods, they weigh the essence of crisis and their own reality, decision-making and outlet, online and offline parallel is a good strategy; while facing crisis transformation, employees’ initiative learning and adaptation are fundamental to the characteristics, experience and ability of crisis needs and job transformation. The research expands the scope of crisis management in epidemic situation, puts forward the crisis management and work continuity model of enterprises and employees, discusses the legal basis of shared employees, and puts forward countermeasures and suggestions and future prospects.
