【Abstract】 This paper summarizes the emergency services provided by libraries include emergency response,emergency resource service,emergency training service,emergency information service,rescue psychological service and rescue fundraising and volunteer service under the background of COVID-19,puts forward the macro strategic positioning and strategic resources positioning of libraries’ emergency services in emergency.
