【摘要】 政策工具在我国体育公共服务事业中的应用既是实现体育公共服务事业繁荣发展的有效途径,又是进行体育公共服务政策分析所必需的一种手段.基于政策工具视角,运用内容分析法研究了国家层面的20件体育公共服务政策,发现政府在政策工具的选择上呈现出不平衡的发展状态,即环境面政策工具"强势"发展状态,供给面政策工具"弱势"发展状态,需求面政策工具"缺位"发展状态.建议减小对环境面政策工具的依赖,避免策略性工具的过度使用;弥补供给面政策工具的不足,加大体育公共服务专项资金的支持力度;适度增加需求面政策工具的运用,拉动体育公共服务事业的发展.更多还原

【Abstract】 The application of policy tools in China’s sports public service is not only an effective way to realize the prosperity and development of sports public service, but also a necessary means to analyze the sports public service policy. Based on the perspective of policy tools, the content analysis method is used to study 20 national sports public service policies, and it is found that the government has shown an unbalanced development state in the selection of policy tools, that is, the strong development state of environmental policy tools and the supply side, and the weak development status of policy tools and the absence development status of demand-side policy tools. It is recommended to reduce dependence on environmental policy tools so as to avoid excessive use of strategic tools, make up for the lack of supply-side policy tools so as to increase the support of special funds for sports public services, and moderately increase the use of demand-side policy tools to promote the development of sports public services.更多还原
