模糊时间下考虑碳税值变化的多式联运路径优化问题研究

【摘要】 本文探究了运输时间不确定的集装箱多式联运路径优化问题,将运输时间、转运时间设为随机数构建多式联运机会约束模型,另外将碳排放成本内部化为总成本,探讨碳税税率逐渐增加时总成本和碳排放量的变化情况。针对本文构造的模型设计了包含路径节点和运输方式的编码形式,用遗传算法求解,可对任意的起终点对进行运输方案的规划。研究结果表明,碳税值逐渐增大可以有效促进多式联运承运人选择更为低碳的运输方案,在满足运达终点的时间窗限制的前提下,充分发挥铁路与水路的优势,对经济和环境都能产生有利的结果。本文对如何调整运输结构,促进多式联运提速发展,早日实现交通供给侧结构性改革有较强的参考意义。

【Abstract】 This paper explores the problem of container multimodal transport path optimization with uncertain transportation time.The transportation time and transit time are set as random numbers to construct a multimodal transport opportunity constraint model.In addition,the carbon emission cost is internalized into the total cost,and the changes in total costs and carbon emissions when the carbon tax rate is gradually increased are discussed.The model design of the model structure including the path node and the transportation mode is solved by genetic algorithm,and the transportation scheme can be planned for any starting point pair.The research results show that when the carbon tax value is gradually increased,it can effectively promote the multi-modal transport carrier to choose a lower-carbon transportation plan.Under the premise of meeting the time window limit of the terminal,the advantages of the railway and the waterway will be fully utilized.Both the economy and the environment can produce favorable results.This paper has a strong reference significance on how to adjust the transportation structure,promote the development of multimodal transport,and realize the structural reform of the transportation supply side at an early date.
