【摘要】 突发灾害因其复杂性、连续性、多样性成为无法忽视的问题,提升财政支出资金利用效率、构建应急管理能力是减少灾害损失的根本举措。为研究政府财政支出资金建设区域抗逆力的有效性,基于DEA数据包络分析方法对2008—2017年中国31个省(市/自治区)区域抗逆力建设效率的时序变动特征与空间演化过程进行了测度与分析,运用Malmquist生产率指数模型对财政支出资金全要素生产率的变动趋势与分布特征予以研究。研究结果表明:财政资金综合效率呈现平稳发展、总体上升的态势;财政支出资金全要素生产率逐年下降,其中防灾技术和综合抗灾能力是引起全要素生产率下降的主要因素;突发灾害存在滞后效应与叠加影响。最后,本文从政府、社会、企业以及社区四个层面提出了相应的政策建议。更多还原

【Abstract】 Sudden disasters have become a problem that cannot be ignored due to their complexity, continuity and diversity. Improving the efficiency of financial expenditures and building emergency management capabilities is a fundamental measure to reduce disaster losses.In order to study the effectiveness of regional resilience of government financial expenditure funds construction,this paper uses Data Envelopment Analysis method to measure the effectiveness of regional resilience of government financial expenditure funds construction for 31 provinces in China from 2008 to 2017,reflecting the time series variation characteristics and spatial evolution process.And the Malmquist productivity index model is used to study the trend and distribution characteristics of the total factor productivity of fiscal expenditure funds.The results show that the comprehensive efficiency of fiscal funds shows a steady development and overall rising trend.The total factor productivity of fiscal expenditure funds is decreasing year by year, among which disaster prevention technologies and comprehensive resilience is the main factor causing the decline of total factor productivity.Sudden disasters have hysteresis and superposition effects.Finally,the corresponding policy recommendations are proposed from the government, society, enterprises and communities.更多还原
