【摘要】 为给进一步改进公务员考核工作提供方向,将元评估引入公务员考核领域,以提升国家治理效能为视角,以Z局公务员考核方案为评估对象,采用AEA评估标准设计元评估方案,按照元评估的效用性、可行性、适用性和精确性4个维度,制定元评估标准、元评估指标框架和专家调查量表,对考核方案进行定性和定量分析,最终形成元评估报告。案例应用结果显示,Z局公务员考核方案的总体效能良好,在考核制度化、考核指标设计和考核手段等方面均有不错表现,但也同时存在考核结果清晰度、区分度不够强,考核结果与实际脱节,普通公务员对考核的认同度较低等问题,验证了元评估在公务员考核领域的适用性和有效性。更多还原

【Abstract】 In order to provide direction for further improvement of civil servant evaluation, meta evaluation is introduced into the field of civil servant evaluation. From the perspective of improving the efficiency of national governance, with the evaluation scheme of Z Bureau civil servant as the evaluation object, the meta evaluation standard and meta evaluation index framework and expert survey scale are formulated according to the four dimensions of effectiveness, feasibility, applicability and accuracy of meta evaluation. Through qualitative and quantitative analysis of the evaluation plan, a meta-evaluation report is finally formed. The application results of the case show that the overall effectiveness of the Z Bureau’s civil servant evaluation program is good, and it performs well in terms of the institutionalization of evaluation, the design of evaluation indicators, and evaluation methods. However, there are also some problems such as insufficient clarity and differentiation of the assessment results, disconnection between the assessment results and the actual situation, and low recognition of the assessment by ordinary civil servants, which verifies the applicability and effectiveness of meta assessment in the field of civil servant assessment.更多还原
