【摘要】 本文通过文献资料法、逻辑分析法,全面探讨了政府购买公共体育服务模式对我国中小学体育场馆开放,在解决我国大众健身场地供给不足问题中的积极作用。研究发现:安全隐患、经费受限、场馆设施不足及监管机制不健全是影响我国中小学体育场馆开放的主要因素。另外,研究认为在我国经济体制下,要实现中小学体育场馆开放路径,政府应加强相关政策引导;购买公共体育服务,同时积极与第三方及学校间尝试多种共赢模式;健全评价体系,制定监管机制;通过信息化手段,提升服务效率。更多还原

【Abstract】 Through the documentary and logical analysis,the positive effects of government’s purchase of public sports services on opening of sports facilities in primary and secondary schools and on solving the supply shortage of sports venues for great masses in China are comprehensively studied.It is found that the main factors affecting the opening of sports facilities in primary and secondary schools in China are safety hazard,limited funds,inadequate facilities and inadequate supervision mechanism.In addition,the study holds that in order to realize the opening of sports facilities in primary and secondary schools under China’s economic system,the government should strengthen the efforts on relevant policy supports;purchase public sports services,and actively try various win-win models with third parties and schools;complete the evaluation system,formulate the supervision mechanism;and improve the service efficiency by means of information technology.更多还原
