线间潮流控制器在江苏电网的应用研究

【摘要】 线间潮流控制器(interline power flow controller,IPFC)作为一种潮流调节能力强大的柔性交流输电(flexible alternating-current transmission system,FACTS)控制装置,能够动态控制电力系统的有功、无功、电压、阻抗和功角,对有着任意相角关系、属于不同系统的线路进行潮流控制,提高系统运行稳定水平。"十四五"期间,由于苏北大规模风电、光伏等新能源接入电网,江苏电网整体呈现"北电南送"趋势。当冬季新能源出力较大时,过江输电通道由于潮流分布不均,部分500 k V线路无法满足N-1、N-2校核。为此本文研究了IPFC在江苏电网的应用场景,提出了将IPFC安装于两条过江通道,协调两条通道潮流,提升过江断面潮流输送能力。随后通过在不同系统运行工况下,对IPFC设备的综合调节能力及容量进行充分评估,优化了IPFC设备的容量及系统级控制策略。

【Abstract】 Interline power flow controller(IPFC),as a powerful flexible alternating-current transmission system(FACTS) device,can dynamically control active power,reactive power,voltages,impedances and power angles of transfer lines in the system,perform the flow control of the line with any phase angle relations and different system and improve operation stability level.During the "14 th Five-Year" period,with integrations of large-scale wind power,photovoltaic and other new energy generations,power flow in Jiangsu power grid will be shown as "from north to south" trend.In case of big outputs of new energy in winter,partial 500 kV line cannot meet N-1,N-2 calibration due to uneven power distribution of power transmission channel across Yangtze-river.Therefore,applic ation scenarios of IPFC in Jiangsu power system is studied in this paper and it is proposed that IPFC devices are installed in the two selected transmission channels,coordinated to control the power flow in these channels and improved the power flow transfer capacity of the across-Yangtze-river transmission section.Later on,under different operation conditions,capacities and system-level control strategies of IPFC devices are fully evaluated and optimized afterwards,considering their comprehensive regulation capacities.
