【摘要】 在资源配置方式演变的历史上,计划与市场从对立走向统一的趋势早已存在。学术界虽然对此有过多年研究,但着眼点主要集中在资源配置的制度层面,对两者走向统一的技术条件很少关注。然而,随着新一代信息技术的到来,计划的传统内涵发生了转变。计划不再是政府集中分配资源,而是指市场主体之间按计划协同生产和流通的社会性计划机制。这种计划机制能与市场机制实现有机结合,从而形成一种更高级的资源配置方式。这种新的资源配置方式可以克服单一计划经济或单一市场经济的缺陷,有利于社会经济实现持续平稳发展。更多还原

【Abstract】 The tendency to move from opposition to unity between plan and market has existed throughout the history of the evolution of resource allocation.Although the academia has been studying this for many years,the focus has been mainly on the institutional aspects of resource allocation,and little attention has been paid to the technical conditions for the two to become unified.However,with the advent of a new generation of information technology,the traditional connotation of plan has changed.Plan is no longer the centralized allocation of resources by the government,but refers to the social planning mechanism of coordinated production and circulation among market players according to a plan.This planning mechanism can be organically integrated with the market mechanism,thus forming a more advanced method of resource allocation.This new method of resource allocation can overcome the shortcomings of a unitary planned economy or a unitary market economy,and is conducive to the sustained and stable development of social economy.更多还原
