吉林省区域建设用地集约利用评价及空间差异分析

【摘要】 以吉林省7个地级市和1个副省级市为研究对象,从利用强度、增长耗地、用地弹性和管理绩效4个方面构建了区域建设用地集约利用评价指标体系,在定性分析的基础上结合定量评价对参评城市的区域建设用地集约利用评价水平进行了综合分析,并基于ArcGIS空间分析功能对参评城市建设用地集约利用程度进行了空间差异分析.结果表明:吉林省地级市区域建设用地集约利用程度差异较大,土地利用趋势多数为粗放趋势型,在空间上呈现从中部向东部和西部递减的趋势.根据评价结果,应发挥土地市场机制优化土地利用结构,加强土地供后监管,积极稳妥推进城乡建设用地挂钩,促进低效用地再开发.

【Abstract】 Taking the 7 prefecture-level cities and 1 sub-provincial city in Jilin Province as the research object,the evaluation index system of intensive utilization of regional construction land is constructed from four aspects of utilization intensity,land consumption increase,land elasticity and management performance.On the basis of qualitative analysis and quantitative evaluation,the evaluation level of intensive use of regional construction land in the participating cities is comprehensively analyzed,based on ArcGIS spatial analysis function,analysis the spatial difference on the intensive utilization degree of participating cities.The research results show that:Jilin Province prefecture-level cities differ greatly in the degree of intensive utilization of construction land,the trend of land use is extensive trend mostly,the tend on the space decreases from the center to the east and west.Based on the evaluation results,should give full play to the land market mechanism to optimize the land use structure,strengthen post-supply supervision of land,actively yet prudently promote the link between urban and rural construction land,and promote the redevelopment of inefficient land.
