【Abstract】 Pudong New Area has stepped into a new era of development since the inception of the opening and reform thirty years ago. The national government has delegated many important responsibilities to the Pudong government. However, Pudong is challenged by limited resources and development imbalance. Pudong government has compiled the General Territorial Development Plan to lead the transformation and has oversaw high-quality development in line with the national policy of accelerating ecological civilization and restructuring the spatial system. Based on the study of the international and domestic environment and the gradual characteristics of the development of Pudong New Area as well as the role and task of the national territory development plans at the city and county level, the paper explains the approaches used in the national territorial development planning of Pudong New Area, namely concept transformation, mechanism innovation, and adherence to open-door planning.The paper provides reference in strategic leadership, baseline control, spatial coordination, territorial management, people focus, and flexible adaptation.更多还原
