知识产权战略与城市创新——基于国家知识产权示范城市政策的准自然实验

【摘要】 以2006-2016年我国268个城市为研究对象,采用双重差分模型、中介效应模型、空间双重差分模型等方法,定量评估国家知识产权示范城市政策对城市创新水平的影响、作用机制和示范带动作用。结果表明:国家知识产权示范城市政策的实施对城市创新有显著促进作用,作用效果因城市等级、规模、区位与创新水平的不同而存在异质性。示范城市政策通过强化政府引导支持、激励企业创新及优化创新环境的方式有效提升了城市创新水平;示范城市政策有助于推动人才集聚,但人才规模扩大未起到城市创新智力支撑作用;示范城市政策推动了示范城市之间的良性竞争,缩小了内部创新差距,但对非示范城市产生了"虹吸"效应,以示范促进深化发展的带动作用有待进一步提升。

【Abstract】 Taking 268 cities in China from 2006 to 2016 as the research object,this paper empirically evaluates the impact,mechanism and demonstration driving effect of national intellectual property demonstration city policy on urban innovation level by constructing Differences-in-Differences model,intermediary effect model and Spatial-Differences-in-Differences model. The empirical results show that: the implementation of the national intellectual property demonstration city policy has a significant role in promoting urban innovation,and its effect is heterogeneous due to the difference of city level,scale,innovation level and location. The policy of demonstration city can effectively improve the level of urban innovation by encouraging enterprise innovation,strengthening government guidance and support,and optimizing the innovation environment; the policy of demonstration city helps to improve the degree of talent concentration,but the expansion of talent scale fails to form effective intellectual support for urban innovation. The national intellectual property demonstration city policy has promoted the benign competition between the demonstration cities and narrowed the gap of internal innovation,but it has a siphon effect on non demonstration cities,and the driving role of "promoting further development by demonstration"needs to be further improved.
