【摘要】 从国土空间规划体系以及国土空间规划编制技术要求角度,探讨了郊野地区全域控规组织模式及其在空间规划体系的法定地位,并从规划底图底数完善、规模容量确定、空间管控路径等方面对郊野地区全域控规编制方法进行了开放性的思考,为当前郊野地区国土空间详细规划的创新实践拓展思路。本文认为应对"三调"现状进行技术转换,形成适应控规编制需要的底图底数;应按照建设用地总量减量化的总体要求,区域统筹上下协同确定单元开发强度;应通过多类型专题性的用地评价支撑规划方案,积极探索差异化、刚弹结合的全域全要素管控路径,建立分级系统化管控体系;同时应构建以全域旅游为引领的新经济产业体系,推进城镇发展动力转型与乡村振兴。更多还原

【Abstract】 From the perspective of technical requirements in spatial planning system and spatial planning formulation,this paper is making efforts to discuss the rural area regulatory planning unit’s organizing patterns to explore its statutory position in spatial planning system,and to put forward open thoughts in improving its planning blueprints,data,population and land capacity,spatial control methods,etc.,so as to provide references for innovative practices in the rural area regulatory planning.In term of the technical methods of rural area regulatory planning,we hold strong position that it is necessary to conduct data-transformation to gain a comprehensive understanding of the status quo,to determine a proper development density to meet the needs of overall reduction in land use,to set a multi-type thematic land use evaluation to support the rationality of the plan,to organize an innovated and implementation-driven plan in which hierarchical control system is applied to suit the variated planning elements,and to build a tourism-leading industry system to promote the urban development and rural revitalization.更多还原
