【摘要】 我国城市规划委员会(简称"规委会")是优化规划决策机制的一项地方性实践探索和制度创新。在"重构统一的国土空间规划体系"的新时代,新的规划治理体系要求探索"上下结合、社会协同、公众参与"的组织方式,而规委会制度在这一方面已积累了较为丰富的本土经验和制度基础。通过梳理近20年来对规委会相关研究和讨论,结合深化和落实治理现代化的总体目标,认为进一步健全和完善规委会制度,不仅有助于新的规划体系的顺利运行,而且以现有实践经验为基础,能更好地提升空间治理机制的有效性和社会认同度。更多还原

【Abstract】 The Urban Planning Committee in China originates as an institutional innovation in some cities, aim to optimizing the planning decision-making mechanism. After years of practices and efforts, the Urban Planning Committee is developed into an effective measure in urban governance system. The current development of National Spatial Planning System will bring Urban Planning Committee system into a new situation. By reviewing evolution of the Urban Planning Committee briefly and commenting previous researches systemically, this article points out its existing inadequacies both in practices and academic fields. In the context of current reform of spatial planning system, moreover, this paper explores the necessity of incorporating the planning committee system into the formal governance framework and puts forward improving suggestions for the Planning Committee system.更多还原
