【摘要】 在县域层面开展"双评价"、科学划定"三区三线"是县级国土空间总体规划的关键内容之一,也是实现全域、全要素空间管制的重要手段。首先结合县级层面空间规划的编制现实与相关研究,对当前"三区三线"划定在如何对待既有法定规划成果、如何看待划定的先后次序、如何实施评价的技术方法三个方面的问题进行了深入思考。在此基础上,提出了县级国土空间规划中"三区三线"划定的基本思路,即:应在充分尊重既有法定规划成果的基础上,因地制宜地构建国土空间开发适宜性评价指标体系,先结合生态保护重要性评价划定生态空间,再结合城镇建设适宜性评价与城镇建设承载能力评价、农业生产适宜性评价与农业生产承载能力评价协调划定城镇空间与农业空间,最后对上述划定的各类空间管制分区、既有法定控制线进行协调,从而形成县级国土空间规划中的"三区三线"。并以延川县为例开展实证研究,以期为县级国土空间规划中"三区三线"的划定提供参考。更多还原

【Abstract】 It is one of the key contents of the county territorial spatial master planning to carry out the "double evaluations" and delimit the "three zones and three lines" scientifically at the county level, it is also an important means to realize the whole-territory and total-factor spatial control. Based on the planning-making reality and related research of county-level spatial planning, this paper explores deeply about the three problems of the delimitation of "three zones and three lines" : how to treat the existing statutory planning results, how to treat the delimitation sequence, and how to implement the evaluation technical methods. On the basis of this, our research proposes the basic idea of delimiting "three zones and three lines" of the county territorial spatial planning. Based on respecting the results of existing statutory planning, we should construct the evaluation index system of the spatial development suitability according to local conditions. First, ecological space should be delimited by the evaluation of the ecological protection importance. Then, urban space and agricultural space should be delimited synergistically by the evaluations of urban construction suitability and urban construction carrying capacity, and the evaluations of agricultural production suitability and agricultural production carrying capacity. Finally, all kinds of the spatial control zones and existing legal control lines are coordinated to form the "three zones and three lines" of the county territorial spatial planning. This paper takes Yanchuan county as an example to carry out empirical research, hoping to provide some reference for the delimitation of "three zones and three lines" of the county territorial spatial planning.更多还原
