科学与城的有机融合——怀柔科学城的规划探索与思考
The Organic Integration of Science and City: Case Study of Huairou Science City
【摘要】 随着全球范围科技竞争日趋激烈,竞争焦点转向重大科学问题和颠覆性技术突破,科学城作为集中布局科研装置、集聚科学创新活动的一类空间载体,得到越来越广泛的关注。由于功能构成与建设机制相对特殊,当前关于科学城的概念内涵和发展特征仍缺乏统一认识,科学城规划的理论研究与技术支撑尚显不足。结合国内外科学城案例解读,探索辨析科学城的定义内涵,梳理出选址位置、功能布局、人员构成、培育运营等几方面特征,并总结科学城发展建设的积极成效与经验教训。以北京怀柔科学城为例,从促进科学与城有机融合的角度,探讨科学城规划编制的创新思路与规划响应,以期对科学城建设相关问题研究与规划实践有所裨益。
【Abstract】 With the increasingly fierce scientific and technological competition worldwide,the focus of competition turns to major scientific issues. As a kind of space carrier for scientific research devices and scientific innovation activities,science city has attracted more and more attention. Due to the special function composition and construction mechanism,there is still a lack of unified understanding on the concept and development characteristics of science city,and the theoretical research and technical support of science city planning is still insufficient. Based on the case study of science city at home and abroad,this paper explores and analyzes the definition and connotation of science city,sorts out the features of site selection,function layout,personnel composition,cultivation and operation,and summarizes the positive effects,experiences and lessons of the development and construction of science city. Taking Huairou Science City as an example,from the angle of promoting the organic integration of science and city,this paper discusses the innovative thinking of the planning of science city,in order to benefit development of science city.
