【摘要】 阐述了终身职业技能培训制度的诉求及成为国家意志的根本原因,对终身的含义进行了描述。从国家顶层设计的部署、地方政府的贯彻落实与精心组织等两个方面论述了推行制度工作的政府积极举措。在研究构建终身职业技能培训体系、基础平台、保障措施等内容的基础上,对《关于推行终身职业技能培训制度的意见》中尚未提及又起到关键性优化作用的内容展开了详细的描述,包括培训标准体制的建设、国家终身职业技能培训"学分银行"的建设、与1+X证书制度工作相融通等三部分内容,这对于制度工作的顺利推进具有现实意义。更多还原

【Abstract】 This paper expounds the demands of the training system of lifelong vocational skills and the fundamental reasons for its rise to the national will, and describes the meaning of lifelong. This paper discusses the positive measures taken by the government to carry out the system work in two aspects: the deployment of the national top design, the implementation and meticulous organization of the local government. On the basis of researching and constructing the system, basic platform and safeguard measures of lifelong vocational skills training, this paper gives a detailed description of the contents which have not been mentioned in The Opinions On Implementing The Lifelong Vocational Skills Training System and have played a key role in optimization, including the construction of the training standard system, the construction of the national credit bank for lifelong vocational skills training, and the integration with the 1+X certificate system, which has practical significance for the smooth progress of system work.更多还原
