【摘要】 国家级区域规划是国家发展规划体系中极其重要的组成部分。在我国深入实施区域协调发展战略与规划的伟大实践中,探究具有中国特色的国家级区域规划实施评估的理论方法、机制等重大问题,具有重要的基础性和紧迫性。在回顾和总结国家级区域规划实施评估的历程和存在的诸如评估组织体系不健全、评估内容体系不系统、评估的方法和机制有待创新、尚未出台评估指南等问题的基础之上,提出应健全国家级区域规划实施评估的组织体系,明确评估的周期、任务、重点内容,科学建立评估的"共性"指标体系,以及全面建立更加有效的国家级区域规划实施评估机制等具体措施,并探讨了需要进一步研究的问题。更多还原

【Abstract】 National regional planning is an extremely important part of the national development planning system. In the great practice of implementing the strategy and planning of regional coordinated development in China, it is urgent and fundamental to explore the theoretical methods and mechanisms of the evaluation of the implementation of national regional planning with Chinese characteristics.This paper reviews and summarizes the process and existing problems of national regional planning implementation evaluation, such as the imperfection of the evaluation organization system, the unsystematic evaluation content system, the method and mechanism of evaluation need to be innovated,and the absence of the evaluation guidelines. It is suggested that the organizational system, cycle, task and key content of the evaluation should be improved, the "common" index system of the evaluation should be established scientifically,and the concrete measures to establish a more effective evaluation mechanism for the implementation of national regional planning, and discusses the problems that need further study.更多还原
