【摘要】 新冠肺炎疫情的爆发,引发了一系列的突发性、群体性、破坏性连锁反应。高等院校作为突发公共卫生事件的易感区,对有效的危机管理机制和制度建设具有强烈的现实需要。基于突发公共卫生事件危机管理理论、系统论、协同论思想,结合高等教育稳定发展的切实需要,根据新冠肺炎疫情期间国内高等院校在学生管理、优势学科服务疫情防控、"学研政"联合防控模式等方面的经验与反思,探索建立突发公共卫生事件下高等院校顶层制度设计、资源集成、处理方案评估、教务创新、科学引导应对管理机制。更多还原

【Abstract】 The outbreak of the New Coronavirus Pandemic (NCP) has triggered a series of sudden,collective and destructive chain reactions. Because of the susceptibility in Public Health Emergencies,colleges and universities have a strong practical need for effective crisis management mechanism and system construction. Based on the crisis management theory,system theory and synergy theory of public health emergencies,combined with the practical needs of the stable development of higher education,and according to the experience and reflection of domestic colleges and universities in student management,superior disciplines serving epidemic prevention and control,and the joint prevention and control mode of "university-institute-government" during the COVID-19 epidemic,top-level system design,resource integration,treatment plan evaluation,educational administration innovation,and scientific guidance and response management mechanisms in colleges and universities under Public Health Emergencies should be explored and established.更多还原
