【摘要】 共产国际的经费主要由苏联提供,在其存在的24年时间里,经费呈增长——缩减——再增长——再缩减的规律,而其经费的管理和使用经历了混乱——整顿——稳定规范——混乱的过程。在1919—1923年,共产国际的经费管理比较混乱,采取一系列整顿措施后开始走上正轨,经费呈增长态势。1924—1934年之间,共产国际的经费拨付稳定,管理规范,但由于苏联国内社会主义建设而经费有所减少,1929年资本主义国家爆发严重经济危机,苏联又开始加大对共产国际的经费投入以推动世界革命。从1935年开始,受肃反、苏联国内建设、国际形势和苏德战争等因素影响,共产国际经费呈缩减趋势,导致其财政紧张,管理再度陷入混乱状态,直至共产国际解散也没有完全解决这一问题。更多还原

【Abstract】 The funds of the Communist International were mainly provided by the Soviet Union.In the 24 years of its existence,the funds showed the rule of increasing-reducing-increasing again-reducing again.The management and use of its funds went through the process of confusion-rectification-stabilization and regulation-confusion.From 1919 to 1923,the Communist International’s fund management was rather chaotic.After taking a series of rectification measures,it began to get on the right track,and the funds showed a growth trend.Between 1924 and 1934,the funds allocated by the Communist International were stable and regulated,but the funds were reduced due to the socialist construction in the Soviet Union.In 1929,a serious economic crisis broke out in the capitalist countries,and the Soviet Union began to increase the funds invested in the Communist International to promote the world revolution.Since 1935,influenced by the factors of eliminating counter-revolt,Soviet Union’s domestic construction,international situation and Soviet-German war,the funds of the Communist International have been shrinking,resulting in its financial tension,and its management has fallen into chaos again.Until the dissolution of the Communist International,this problem has not been completely solved.更多还原
