我国高职“双师型”教师队伍建设对政策工具的要求——基于政策文本和政策环境的分析
Requirements for Policy Tools in Construction of “Dual-qualification” Teachers in Higher Vocational Education in China——Analysis Based on Policy Text and Policy Environment
【摘要】 通过对我国高职教师队伍建设相关政策文本和政策环境的分析,发现针对高职"双师型"教师队伍建设面对的问题,需要综合运用不同的政策工具。在政府层面需要通过运用命令性工具建立强制性高职教师准入制度;运用能力建设工具,发挥高职院校在教师专业发展中的主体作用;运用激励性工具,引导高职院校形成科学的教师发展观;运用系统变革工具,转变政府在教师管理工作中的职能。同时,高职院校也需要采取多样化的政策措施,为教师创设良好的发展环境。
【Abstract】 Through the analysis on policy texts and the policy environment related to the construction of higher vocational teachers in China, it is found that different policy tools need to be used comprehensively to solve the problems faced by the construction of"dualqualification"teachers in higher vocational colleges. At the government level, we need to establish compulsory higher vocational teachers’ access system by using command tools; play the main role of higher vocational colleges in teachers’ professional development by using capacity-building tools; guide higher vocational colleges to form a scientific concept of teacher development by using incentive tools; and change the functions of the government in the management of teachers by using system change tools. Meanwhile, higher vocational colleges also need to adopt diversified policies and measures to create a good development environment for teachers.
