【摘要】 生态文明是人类文明发展的一个新阶段,即工业文明之后的文明形态;生态文明是人类遵循人与自然、社会和谐发展这一客观规律而取得的物质与精神成果的综合。林业作为生态文明建设的主体,在维护生态平衡、提高生态承载力方面起着决定作用。近年来,安徽省以千万亩森林增长工程建设为抓手,全面推进林业改革与发展,取得明显成效,但与人民群众对良好生态环境的期待相比还有差距,森林资源总量不足、结构不优、效益不高的问题仍然存在,保护和改善生态环境的任务依然艰巨。因此,2017年安徽省在全国率先实施林长制改革,作为3个试点市之一,安庆市林长制改革按照党政同责、一把手副总责、分管领导具体负责的总要求,压实各级林长职责到乡镇、村庄,落实到山头地块,实现林长责任网格化管理。一年多来,安庆市全面建立了市、县、乡、村四级林长制,已任命林长6 000余名,设立林长公示牌1 600余块,护林员5 400余名,基本形成了林有人管、事有人做、责有人担的责任体系。安庆市林长制改革进一步落实了森林资源保护的属地责任,健全了森林资源管理的长效机制,对于当地加快生态文明建设、促进绿色发展具有重要作用,也对全国其他地区开展此项工作具有很好的借鉴作用。更多还原

【Abstract】 Ecological civilization is a new stage in the development of human civilization, namely, the form of civilization after industrial civilization. Ecological civilization is the synthesis of material and spiritual achievements that human beings have achieved by following the objective law of harmonious development between human beings and nature and society. As the main body of ecological civilization construction, forestry plays a decisive role in maintaining ecological balance and improving ecological carrying capacity. In recent years, Anhui province has made remarkable achievements in promoting forestry reform and development in an all-round way with the construction of 10 million mu forest growth project. However, compared with the expectations of the people for a good ecological environment, there are still some problems, such as insufficient total forest resources, poor structure and low efficiency, the task of protecting and improving the ecological environment is still arduous. Therefore, Anhui province took the lead in implementing the forestry chief reform in the whole country in 2017. As one of the three pilot cities, the forestry chief reform in Anqing City compacted the responsibilities of forestry chiefs at all levels to towns and villages, implemented to hilltop plots, and realized the grid management of the responsibilities from forestry chiefs in accordance with the general requirements of the party and government co-responsibility, deputy head of a leader and responsible leader are specifically responsible. Over the past years, Anqing City has established a four-level system of forestry chiefs at the city, county, township and village levels. More than 6,000 forestry chiefs have been appointed, more than 1,600 public signs have been set up and more than 5,400 forestry protection staffs have been set up, basically forming a responsibility system of someone is in charge of forestry, someone is in charge of work, someone is responsible for it. The forestry chief reform in Anqing has further fulfilled the territorial responsibility of forest resources protection and improved the long-term mechanism of forest resources management.
