【摘要】 校园足球是学校体育改革的突破口,扩大足球人口规模,夯实足球人才根基的重点。综合应用文献资料法、实地考察法、专家访谈法等,研究浙江省中小学开展校园足球活动的情势。结果表明:近年来,浙江省的校园足球活动已率先从扩大规模、营造声势的启动阶段进入数量扩张与质量提升并重的推进阶段。截至2017年,列入国家级和省级校园足球改革发展试点县(区)的数量已分别达3个和19个,占全省县(区)总数的1/4;列入国家级和浙江省青少年校园足球特色学校的数量分别达565所和1 038所,分别占全省中小学总数的10.5%和18.9%,在全国名列前茅。主要经验有:顶层规划先行,目标任务明确;着力突破师资场馆不足的瓶颈,对标国际一流高起点发展;一、二、三课堂融通,校园足球活动丰富多样;坚持普及普惠,以普及促提高;重视校园足球文化氛围建设。指出了校园足球的认识仍待提高、发展不平衡不充分、师资和场地仍然短缺、重竞赛轻普及仍有存在、机制不够完善等问题。并提出了相应的对策建议,推进校园足球工作的协调持续发展。更多还原

【Abstract】 School football is a breakthrough in the reform of physical education, and a main starting point to expand the scale of football population and consolidate the foundation of football talents. The school football activities in primary and secondary schools in Zhejiang Province were comprehensively studied by using the methods of literature review, on-the-spot investigation and expert interview. The results showed that in recent years, the school football activities in Zhejiang have taken the lead to Shift from the starting stage of scale expansion and momentum establishing to the advance stage of equal emphasis on quantity expansion and quality improvement. By 2017, the number of the national and provincial pilot counties(districts) of school football reform and development have reached 3 and 19 respectively, accounting for 1/4 of the total number of counties(districts) in the province. The number of national and provincial youth football characteristic schools reached 565 and 1038 respectively, and accounted for 10.5% and 18.9% of the total number of primary and secondary schools in the province. The level of development was among the best in the country. The main experience included top level planning and clear target task, breaking through the shortage of football teachers and venues, development in line with international first class standards, integration of the first, second and third classrooms, rich school football activities, promotion through universal access, and construction of the school football cultural atmosphere. Nevertheless, there still existed the following problems, i.e. the understanding of the school football still needs to be improved, the development is not balanced, the teachers and the field are still short, the competition is highly stressed but the popularity is disregarded, and the mechanism is not perfect. Finally, the countermeasures and suggestions to further promote the coordinated and sustained development of the school football are put forward.更多还原
