中国科技金融资源配置效率与影响因素关系研究
Research on the Relationship between the Allocation Efficiency and Influencing Factors of China’s Science and Technology Finance
【摘要】 本文基于"金融资源"和"创新成果"质量视角的相对数值构建评价指标体系,测算2009-2016年中国27个省区科技金融资源配置效率,并探究其影响因素关系。结果表明:采用相对数值指标,动静结合法可以较合理地估计我国的科技金融资源配置效率。整体未达到资源配置有效状态,地区间有差异且仍有较大的提升空间。直接融资比例、风险投资强度和科技企业孵化器孵化能力均有正向显著促进作用,且直接融资比例影响最大。政府应注重顶层设计,长期持续的政策效应强于短期行为,要充分激发资本市场和企业活力。
【Abstract】 From the relative values of"financial resources"and"innovative outcomes"quality perspectives,this paper constructed the Input output index system for evaluating science and technology efficiency,by using the data envelopment( DEA),Tobit model and the system dynamics method,with China’s 27 provinces and autonomous regions panel data from 2009 to 2016. The result shows that the science and technology finance efficiency of in China’s can be estimated reasonably by using relative numerical indexes and double perspective. Furthermore,the ratio of direct financing,the strength of venture capital and the capacity of technology business incubators are all positively promoting the science and technology financial efficiency,and the ratio of direct financing has the greatest influence. Therefore,in order to fully stimulate the capital market and enterprise vitality,the government should pay attention to the top-level design,and the long-term sustainable policy effect is stronger than the short-term behavior.
