【摘要】 基于文献研究法,对城市开发边界的内涵、划定方法、实践模式及实施机制进行梳理与总结。研究发现,城市开发边界可以控制城市蔓延和引导城市发展,在促进土地合理利用、保护耕地和生态环境等方面具有重要意义。我国划定城市开发边界的试点城市基于城市定位、经济发展、环境保护等要求的不同,在划定和实施上都有一定的差异性。实践中,如何运用同时具备约束与引导作用的技术方法、如何合理设置弹性管理尺度、如何完善城市开发边界的评价机制等问题亟待解决,未来应加强对技术手段和政策设计过程的探究,建立一套中国化的城市开发边界理论体系、制度体系和管理体系。更多还原

【Abstract】 Based on the method of literature research, this paper combs and summarizes the connotation, delimitation method, implementation mechanism and effectiveness of urban development boundary. The boundary can control urban sprawl and guide the development of cities, and it is also of great significance in promoting the rational utilization of land and protecting cultivated land and ecological environment. The pilot cities that delineate the boundary of urban development in China are based on the different requirements of urban positioning, economic development and environmental protection, and there are some differences in the delimitation and implementation. In practical research, there are still some problems such as how to use the technical method with both restraint and guidance, how to set up the elastic management scale reasonably, and how to perfect the evaluation mechanism of urban development boundary. In the future, we should strengthen the exploration of technical means and policy design process, and establish a set of Chinese urban development boundary theory system, institutional system and management system.更多还原
