【摘要】 作为全球科研评估的典范,英国高等教育自20世纪80年代以来共经历了七次大规模的科研质量评估,日趋完善的科研评估体系有力地提升了英国高校的科研影响力和国际竞争力。文章对英国高校科研评估体系改革从RAE (2008)到REF (2014)的制度逻辑进行深入探讨,系统论述了REF (2014)的评估组织模式、评估指标和具体内容,构建了拨款决策的量化计算模型,分析基于REF评估结果的主流科研质量拨款模式。研究结果能够为中国高校科研评估改革提供有益的经验借鉴。更多还原

【Abstract】 As a model of global research evaluation,UK universities have implemented seven large-scale research quality assessments since the 1980 s. The increasingly perfect research evaluation system has greatly enhanced the scientific influence and international competitiveness of British universities. This article makes an in-depth discussion on the institutional logic of the reform of the research evaluation system from RAE( 2008) to REF( 2014) in higher education and systematically discusses the evaluation organizational patterns,evaluation indicators and specific contents of REF( 2014). At the same time,we establish a quantitative calculation model and analyze the mainstream quality-related research funding model based on REF assessment results. Researches can provide useful experience for the reform of research assessment in Chinese universities.更多还原
