【摘要】 粤港澳大湾区"与之前的"粤港澳经济合作"最大的区别是,后者是粤港澳各地均将对方看成自身发展的外部合作对象,而前者则是粤港澳均以整体发展为着力点。目前,关于粤港澳大湾区规划与建设方面的研究文献,呈现两大基本特点及其局限性:一是基本上均以世界上高度一体化且建设较为成功的纽约湾区、东京湾区和旧金山湾区为对标;二是基本上都是通过探索"消除"建设粤港澳大湾区内各异质区约束区域资源整合的障碍,去促使区内有限度整体发展。该文指出粤港澳大湾区只有在运用"减法法则"的基础上,更多地运用"加法法则",即着力于"寻求、发掘及发挥"这一特点所蕴含的多种优势,才能得到高效发展。更多还原

【Abstract】 The biggest difference between Guangdong-Hong Kong-Macao Greater Bay Area and Guangdong,Hong Kong and Macao Economic Cooperation Zone is that the latter treats three places as external partners of their self-development,while the former takes overall development as the focal point.Currently,literatures on planning and construction of Guangdong-Hong Kong-Macao Greater Bay Area shows two basic characteristics and its limitations:the first characteristic is cities in this area benchmarked New York Bay Area,Tokyo Bay Area and San Francisco Bay Area which are highly integrated and successfully constructed;the second characteristic is basically using exploration to remove obstacles which restricts regional resource integration produced in construction of heterostructure area of Guangdong-Hong Kong-Macao Greater Bay Area,to promote the overall development of the region limitedly.This essay points out that Guangdong-Hong Kong-Macao Greater Bay Area,based on using " subtraction rule",and only by putting more emphasis on using " addition rule",which focuses on the advantages of " seeking,discovering and developing",can get efficient development.This paper also discusses the general idea of planning and constructing of Guangdong-Hong Kong-Macao Greater Bay Area with the " addition rule".This paper points out some policy suggestions,including building a concept of wholism of " Guangdong-Hong Kong-Macao Greater Bay Area",systematic study of integrating regional potential advantages,promoting economic operational mechanism docking high efficiency,scientifically guiding the construction of division and cooperation system in Guangdong-Hong Kong-Macao Greater Bay Area and building a high-level and multi-level coordination mechanism.更多还原
