【摘要】 目的对甘肃省23个特困县(区)中医药卫生资源配置成效进行评价,为甘肃省提高中医药卫生资源配置的效率、实现资源的优化配置提供科学依据。方法运用熵权TOPSIS法结合RSR法对甘肃省23个特困县(区)2017年中医药卫生资源配置的成效进行评价。结果甘肃省23个特困县(区)中医药卫生资源配置不甚合理,医疗资源聚集水平区域间差异大并成为影响公共性的重要因素;熵权TOPSIS法显示23个特困县(区)中医药卫生资源配置综合得分排序与RSR分档基本一致。结论熵权TOPSIS法结合RSR可直观地反应23个特困县(区)中医药卫生资源配置的整体情况,建议加强区域卫生规划,优化资源配置结构,建立健全效率评价工作,加强对特困县(区)的帮扶及人才引进工作。更多还原

【Abstract】 Objective To evaluate the effectiveness of TCM health resources allocation in 23 special poverty-stricken counties(districts) in Gansu Province, and provide a scientific basis for Gansu Province to improve the efficiency of TCM health resource allocation and realize optimal allocation of resources. Methods The entropy-weighted TOPSIS method combined with the RSR method was used to evaluate the effectiveness of the allocation of TCM health resources in 23 special poverty-stricken counties(districts) in Gansu Province in 2017. Results The allocation of TCM health resources in 23 special poverty-stricken counties(districts) in Gansu province was not reasonable. The regional distribution of medical resources was large and became an important factor affecting publicity. The TOPSIS method of entropy rights showed 23 destitute counties(districts). The ranking of the comprehensive scores of health resource allocation is basically the same as that of the RSR. Conclusion The TOPSIS method combined with RSR can intuitively reflect the overall situation of TCM health resources allocation in 23 special poverty-stricken counties(districts). It is recommended to strengthen regional health planning, optimize resource allocation structure, establish and improve efficiency evaluation work, and strengthen the special poverty-stricken counties(districts) and help talent introduction work.更多还原
