【摘要】 语言扶贫是"一项具有先导性、全局性和基础性的扶贫措施"。通过干预儿童早期语言发展以增加人力资本、减少贫困是语言扶贫的一项长效机制。文章从语言扶贫理论出发,对国内外儿童语言发展的干预政策及实践进行梳理,以探索一条符合我国国情的语言扶贫之路。全球多个干预项目的研究显示对贫困儿童及其家庭和社会环境的早期干预对缩小贫困儿童早期发展差距,促进语言能力发展,提高入学准备十分重要,但同时也面临着资金、管理、师资、质量和公平等方面的诸多挑战。未来,我国应加大对儿童早期发展的投入,加强儿童语言发展的软环境建设;建立普惠、可及、综合、全纳的儿童早期语言发展干预体系;形成对干预项目进行立法、管理、监督、评估和研究的保障机制。更多还原

【Abstract】 Language-based poverty alleviation is "a leading,holistic and fundamental measure of poverty alleviation".It is a long-term mechanism of language-based poverty alleviation for human capital accumulation and poverty reduction by intervening in early childhood language development.This paper reviews the intervention policies and practices of early childhood language development at home and abroad so as to explore an approach to language-based poverty alleviation in line with China’s national conditions.Studies of intervention projects worldwide show that early intervention for poor children and their environment is crucial for narrowing the gap of early childhood development,promoting language development and improving school readiness.Meanwhile,these projects also face many challenges in terms of funds,management,teaching quality and educational equity.In the future,China should increase investment in early childhood development,strengthen the construction of the soft environment for children’s language development,establish a universal,accessible,integrated and inclusive intervention system for early childhood language development,and enhance the quality of intervention projects through a integrative mechanism of legislation,management,supervision,evaluation and research.更多还原
