【Abstract】 The paper follows the social economic operation rules in Tibet and the rules of internal and external relationships in higher education. It focuses on the four basic principles of the optimization of higher education in Tibet from the academic level. That is,the principle of dynamic adaptability,the principle of global optimization,the principle of appropriate advancement and the principle of overall coordination. At the same time,the paper explores and puts forward a disciplinary professional structure covering the inside and outside the district,subsidiary and non-subsidiary,colleges and universities,as well as the postgraduate education from the practical level.
