【摘要】 改革开放以来,我国地方政府进入政策创新活跃期,由一地政府政策创新被他地政府采纳所形成的政策创新扩散,有力地推动了地方政府整体创新能力的提升。然而,由于种种限制,地方政府政策创新扩散失灵现象频发。本文从政策创新扩散的背景环境、主体、客体、评估机制、路径等方面入手,分析了政策创新扩散失灵的成因,进而提出相应的改进建议,以期能够推动地方政府政策创新的良性扩散。更多还原

【Abstract】 Since the reform and opening up,Chinese governme nts at all levels have entered an active period of policy innovation.At the same time,policy innovation in one place has been spreading outward,adopted by other governments,and promoted the overall innovation ability of local governments.However,due to various constraints,local government policy innovation diffusion failure occurs frequently.Starting from the background environment,the main body of policy innovation diffusion,the object of policy innovation diffusion and the path of policy innovation diffusion,this paper rationally analyses the causes of the failure of policy innovation diffusion,and then puts forward corresponding improvement suggestions in order to promote the benign diffusion of local government policy innovation.更多还原
