【摘要】 "一带一路"倡议是中国在后危机时代对国际、国内发展环境的重大变化审慎考量的产物,是习近平新时代中国特色社会主义政治经济学的重要研究内容。"一带一路"沿线国家对发展的强烈诉求和中国转型升级、开拓国际市场的内在需求构成了中国与"一带一路"沿线后发国家的互补性经济结构基础。基于"一带一路"倡议互利共赢实现路径所构建的三国互动决策模型,证明了在合理的信贷机制和利益分配机制之下,中国可以充分利用产能和资本相对富余、产能供给性价比高、项目建设经验丰富、对沿线国家政治文化了解度和包容性较高等优势与"一带一路"沿线国家开展合作,实现互利共赢。同时,基准模型和扩展模型的进一步分析也表明,"一带一路"国际合作并不局限于沿线的个别国家,各国都可以凭借自身比较优势参与进来,从而产生更大规模的利益创造和利益共享,由此证明欧美发达国家凭借科技、管理等方面的比较优势参与"一带一路"项目建设的可行性。该模型的提出为"一带一路"倡议利益创造与利益共享的经济学本质提供了理论依据,也为完善"一带一路"倡议有关政策体系的构建提供了学理支撑。更多还原

【Abstract】 The Belt and Road(B & R) Initiative is an outcome of China’s careful consideration for major changes in the international and domestic development environment in the post-crisis era, and an important research subject in Xi Jinping Thought on Socialist Economy with Chinese Characteristics. The strong demand for development in B&R countries, China’s needs for transformation and upgrading and the development of international markets form the basis of the complementary economic structure between China and the B&R countries. This paper constructs a decision model that takes into account three types of countries(China, host countries, and developed countries), showing that China and host countries can achieve mutual benefits by utilizing their comparative advantages. For example, China possesses high-quality production capacity and abundant foreign exchange reserves, while the host countries own broad markets. We also find that technology and innovation are very important in the B&R collaboration, and developed countries in Europe and North American can also join in the B&R Initiative based on their comparative advantages in technology and management. This paper not only provides theoretical and mathematical analyses for the economic essence of the B&R Initiative, which are cooperation, opening and mutual benefits, but also offers academic support for perfecting the policy system of the B&R Initiative.更多还原
