城市功能分工与制造业生产率——对粤港澳大湾区协同发展现状的讨论与实证研究

【摘要】 《粤港澳大湾区发展规划纲要》已制定完成,研究粤港澳大湾区的协同发展模式具有重要的现实意义。本文基于比较优势、专业化集聚、多样化集聚与空间溢出效应理论,梳理出城市功能分工提升制造业生产率的协同发展机制,改进了城市功能分工的测度方式,并依此对粤港澳大湾区城市功能分工的效果进行判断。逐步实证结果显示,城市功能分工对制造业生产率具有倒U型的影响,但这种机制只适用于香港与内地九城,澳门与其他大湾区城市的协同发展在本文的研究层面没有得到体现。本文尝试从产业升级与产业发展模式差异的角度对这一现象进行解释,并根据各类城市的发展阶段与区位格局给出粤港澳大湾区协同发展的政策建议。

【Abstract】 The guidelines for the development program of Guangdong-Hong Kong-Macao Greater Bay Area is an ongoing issue.The research on coordinated development of Guangdong-Hong Kong-Macao Greater Bay Area has its significiance.Based on the theory of comparative advantage,the theory of specialization,the theory of diversification and the theory of spatial spillover,this paper sorts out how functional division of cities improves the manufacturing productivity with coordinated methods.Then it improves the measurement of functional division of cities.It tests the influence of functional division of cities on manufacturing productivity.The stepwise empirical results show that functional division of cities has an inverted U-shaped influence on manufacturing productivity.But this method just appears on the sample without Macao that has no coordinated method with other cities in our test.It tries to explain this phenomenon by industry upgrading theory and the difference in economic system.In conclusion,it puts forward some suggestions on policies on the coordinated development of Guangdong-Hong Kong-Macao Greater Bay Area based on the stage of development and regional distribution of different kinds of cities.
