【Abstract】 As an international transport route, the Northern Sea Route’s economic feasibility and China’s interest in the Northern Sea Route are worth studying. The domestic legislation and academic views of Russia’s intention to use the Northern Sea Route as an international transport route are also worthy of further analysis.The main legal risk in developing the Northern Sea Route as an international maritime transport route is the impairment of Russia’s sovereign rights and interests.
